China has deployed its maritime law enforcement into the waters of the Diaoyu islands and unmanned aerial vehicles past remote Japanese territory as Beijing ramps up tensions over the Japanese prime minister’s comments regarding Taiwan.

Rights Enforcement Activities

On Sunday, the Chinese coast guard announced that its ships conducted a “lawful patrol operation” through the waters of the Diaoyu islands, which are under the control of Japan but also claimed by China.

“China coast guard vessel 1307 formation performed surveillance within the maritime jurisdiction of the Senkaku islands. This was a lawful patrol operation conducted by the Chinese maritime authorities to uphold its rights and interests,” officials declared.

Bilateral Tensions

China and Japan have repeatedly faced off around the disputed territory but the latest activity occur during an intensifying diplomatic spat after the Japan's leader, Sanae Takaichi, told parliament that if Beijing assaults the self-governing island of Taiwan it could trigger a military response from Japan.

That sparked an angry response from China, which has signalled it expects a withdrawal from the Japanese official.

Island's Stance

Beijing asserts Taiwan as its own territory and intends to annex it under what it terms “unification”. It has left open the military option. The island's administration and people categorically refuse the prospect of Chinese rule – choosing to preserve the status quo without explicitly declaring themselves independent, but pledging to protect their sovereignty if required.

An military assault by China would threaten to spiral into a international confrontation, potentially involving the United States and other partner nations including Japan, which has territory just 110km (68 miles) from Taiwan.

Defense Operations

On the island, the military authorities said on Sunday morning that it had observed three dozen PLA planes, multiple naval vessels and one “official” ship, which was probably the maritime patrol, operating around the island over the previous day.

Official charts released showed up to three drones operating near the island and the Japanese islands off its north-east coast, seeming to travel particularly close to the nearby Japanese island. PLA movements there are not rare, but uncommon, and Beijing's defense operations in the island's ADIZ generally has been low in the past month.

Late on Saturday, the ministry said Beijing had been conducting another “joint combat patrol” to “harass the airspace and sea around us”. It added the island had sent its own aircraft and ships to monitor the situation. Taiwan documents these operations a few times monthly as part of what Taipei says is an continuous strategic pressure.

Diplomatic Pressure

Japan has been facing mounting pressure from China since Takaichi made her remarks, with China’s consul general in the Japanese city triggering an official complaint from Tokyo by stating that “the dirty head that sticks itself out must be cut off”.

Beijing then called in Japan's diplomat for the first occasion since 2023, and China’s defence ministry stated that any Tokyo's involvement would be certain to collapse.

Travel and Education Advisory

Late last week, Beijing advised its people to avoid visiting Japan, leading Japan to request China to take “appropriate measures”, though it provided no details.

Multiple carriers from China said on Saturday that tickets to Japan could be refunded or changed for free.

Adding to the tensions, China’s government on the weekend advised students to rethink education plans in Japan, citing what it described as an volatile safety situation.

While the advice does not amount to a ban, a significant decrease in the population of learners from China could have a detrimental effect on academic institutions in Japan. A historic high of over 336,000 international students were enrolled in Japanese schools last year, according to official data. They featured over 123,000 learners from China – by far the largest demographic.

Official Commentary

Earlier this weekend, a Chinese state media editorial charged the Japanese official with performing a diplomatic maneuver that was “not just dangerously provocative but fundamentally perverse”.

“A conflict between Japan and China would not be a small-scale encounter; it would likely draw in other nations, including the United States, and could rapidly escalate to a major confrontation with severe repercussions.”

Strategic Positions

The government of Taiwan says the island's residents alone determine their destiny. Japanese leaders have traditionally refrained from publicly mentioning Taiwan when addressing potential conflicts, maintaining a “strategic ambiguity” also preferred by Japan's primary defense partner, the US.

Nevertheless, China’s ruling Communist party says the incorporation of the island with the mainland China is “unavoidable”, and portrays dissent as provocative. As it advances toward potential armed takeover, China has also been increasing its political operations and its statements towards the island.
